Your clock speed is dynamic based upon system load. Watch the speed change based on system load. You can download HWinfo and have it log your speeds as you run apps or play games and you will see your CPU runs at lots of speeds up to your max boost speed.
If you want to see a quick example bring up task manager and the performance tab. Then go to the benchmark tab in cpu-z and start the benchmark. Watch your processor speed increase.
If you think that is not working properly then talking to the maker of your laptop would be the place to start. They should be able to walk you through troubleshooting steps.
