Selling the new gen processors before launch date is possible?

There is an online store of pc parts in my country (I bought some parts from them) that already sell the new processors and they said the going to ship them next week, how it can be possible?

As the processors will be available on 7/7, it's quite likely some shops already have them in stock. They shouldn't be selling them though.
