Ryzen Master Utility 2.3.0.1591 not work with my system

Motherboard GIGABYTE A320M S2H V2 BIOS F51C 

Processor AMD Ryzen 5 3600
OS Windows 10 Pro Build 2004. 

It says "missing required OS"

Re-install windows 1909 then the RMU work fine.

I think AMD must remove the release notes for new RMU 
https://www.amd.com/en/support/kb/release-notes/rn-ryzen-master-2-3-0-1591  

Minimum System Configuration

  •  3rd Gen AMD Ryzen Desktop Processors on an X570 motherboard. 
  • Windows 10 May 2019 Update (or newer) <- this part
  • This version can be installed on top of an existing version of Ryzen Master, but it is recommended that you uninstall the previous version before installing 2.3.0.1591.

using a Ryzen 3600 on A320 is part of the problem, a B550 or X570 board would make the CPU run dramatically better
