Both, idle and under load temps are 68 to 72 degrees celcius, and I average 1.4 volts. I'm new to AMD CPUs and I have a Ryzen 9 3900x with an Asus TUF X570-Plus WiFi edition. I've upgraded BIOS and chipset drivers and I'm using the Balanced Ryzen Power Plan, I've tried lowering voltage to 1.3 volts in the BIOS, and reapplying thermal paste. As far as cooling I'm using the stock Wraith cooler, two 140mm intakes, and a 120mm and 140mm for exhausts.Granted, I live in Arizona but I keep my house at 78 degrees fahrenheit (25 celcius). I think I may be missing something and am looking for further guidance.

Make sure Performance Enhancer is either on Auto or Default.

Is there a process running that is keeping that one core at 4+ GHz?

Also that SOC voltage is very high...  are you sure you didn't change that voltage to 1.3?

So I did change the SOC voltage to 1.3 to see if it would make any difference. Once I saw that it didn't, I went back to default settings.
