Ryzen 7 3700X 100% CPU Utilization

Hello,
I hope someone can help me.
I have 100% load throughout.
However, my user has only about 80%
Can it be a rootkit?
What else could I do?

Setup:
Ryzen 7 3700
Rtx 3070
Corsair 650W
MSI B550-A Pro
Corsair 32gb

Control Panel - Hardware and Sound - Power Options..

AMD Ryzen Balanced is the one I use..

Edit plan settings - Change Advanced Power Settings, Processor Power Management - Minimum 99% and Maximum 100%..

That is how i have mine set up and it works perfectly..

AMD Ryzen 7 3700x, Asus Tuf Gaming RX 6700 XT, Asus TUF Gaming x570 Plus, 32gb G.Skill TZ neo 3600mhz, Samsung 980pro 1tb NVME, Samsung 970 EVO Plus 1tb NVME, Lian Li Galahad AIO 240mm, Antec Titanium 1kw.
