Ryzen 5600X CPU permanently in boost since changing motherboard

I had been using my Ryzen 5600x, on my MSI X470 motherboard, using the beta bios which allowed Ryzen 5000 CPUs.

The balanced power plan there would work as I'd expect.  Low load the CPU clock speed would drop to around 2Ghz.  Medium load it would go to the standard clock speed of 3.6Ghz and heavy load it would boost to anything from 4 to 4.7Ghz.

I have recently changed the motherboard to an ASUS ROG STRIX X570-E GAMING WIFI II,  now the CPU is nearly always over 4Ghz.  When idling the clock speeds is anything between 4 to 4.2Ghz and under load it will increase up to 4.7Ghz.

I have done a fresh install of Windows, installed the latest drivers, set the bios to standard settings, the firmware is the most up to date and, Windows is Balanced Plan is selected, but the CPU is always above the standard clock speed and not actually going blow it as I'd expect when the CPU is idling.

Is this how it should behave on a X570?
