Ryzen 5 5600X Only at 4.2GHz

System Specs (Windows 10 Version 20H2)

CPU: Ryzen 5 5600X, With a dual fan Noctua NH-U12S

Motherboard: ASUS X570-Pro TUF

PSU: EVGA 750 Supernova G2

GPU: ASUS TUF 3080

This is a new computer build, and I can't get my CPU to reach even close to it's advertised clock boost of 4.6. Currently only sits under max load around 4.2GHz, temps are all good. Recently installed all motherboard firmware available from ASUS. I have downloaded the AMD Ryzen Master software but the results are the same for all the basic settings in that software. Inside of Ryzen Master I have tried Auto Overclocking, Precision Boost Overdrive but the results are the same or even slightly worse. Need helping finding the setting to get the core higher

Edit: Both CPU power cables are connected to the motherboard, PSU is not in ECO Mode

This is the way it works. The CPU will reach max boost clock only if a few cores are loaded.
