Ryzen 3600 always on max clock speed (ghz) Please help to work normally

its my new pc and cpu works 4.2 - 4.3 mhz max speed always and temps is to hard control
I recently bought a whole new computer, with the new Ryzen 5 3600x and a aorus x570 elite motherboard, that already came with a updated BIOS to use the processor.
temperatures where very high and making a "high-low" temp graphic, high spikes every 3 or 4 seconds.
