Could you post a little more about your system? In particular the amount and type of memory and what graphics card you are using?
Not all programs can take advantage of all of the threads that a multicore/multithreaded processor like yours makes available. It's normal not to see 100% utilization in that case and does not necessarily indicate that anything is wrong.
