Help! I finished a new budget build and it will not run games!

Specs:

Ryzen 5 2400G (with stock Wraith cooler)

MSI Tomahawk Plus (flashed to most recent BIOS)

G-Skill Flare X 3200 RAM

Samsung 860 M.2 SSD

Windows 10

No GPU

Problem:

I have downloaded and attempted to run Borderlands 2 and Tomb Raider: Anniversary. Both games will load fine until they reach the main menu then FPS drops to 1 or 2 FPS. CPU usage per MSI afterburner shows at or above 95% usage. I am running no other apps other than the game and Afterburner.I even turned off all additional video settings and set to 720p with low settings on Borderlands and the issue remained.

I'm at a loss, am I missing something here? Possible defective CPU?

Have you tested with Corel or Photoshop?, does it goes well?, how is the start up?, do you notice the PC goes well with youtube videos, transfer photos or google maps? , have you tested with Default settings?, by now you can try a different memory, ask for some other RAM @2666 or @3000 MHz, 8 or 16 GB no matters. More than a defective CPU I could imagine a conflict between memory and CPU, if the PC goes well with other tasks that's what you should check as I suggested first.
