Given you have a Ryzen 3000 series processor, you will get a better outcome with an X570 motherboard.

I have B350, X470 and X570 motherboards

you don't need a x570 mb. I have a b450m with 3600x and I get 28c-30c idle and 50-55c gaming with a really quiet fan curve on a noctua c14s air cooler. make sure your pump is at full speed in the bios. So if what ever header the pump is plugged in to check and see if it is running at 50% or something. it should be 100%.

also the jumping of temps on idle is normal I see spikes as well. use ryzen master at it will show you a more average temp.

It is completely normal for it to spike like that. I know it's alarming to see but I have a 3950x and I see the same thing. The entire Ryzen 3000 series has the same feature/issue. If it bothers you a lot then you can change the windows power settings to power saver and change it back to balanced/performance mode when you need the extra power.
