How can I run my Ryzen 3 2200G CPU clock speed at 3Ghz CONSTANT?

What I've tried:

Tuning Windows Power Options' minimum processor state percentage (Ryzen seems to completely ignore this parameter).

Setting the BIOS' CPU ratio, FID. DID parameters to be 3Ghz (VDDCR at auto).

Disabling BIOS' AMD CBS "Core Performance Boost" and "Global C-state Control".

Setting the Ryzen Master's clock speed to be 3000Mhz (FYI, if I set this to be above 3500Mhz, the clock seems running at the constant speed).

Checking in Ryzen Master or Windows task manager, the speed fluctuates between about 1400Mhz and 3500Mhz.

I'd like to achieve a 3000Mhz constant speed without any fluctuation.

todmd, you use Ryzen Master (RM):

This should work unless you run into excess temperatures or the like.  You will have to reapply each time you start RM.  Remember this is considered overclocking and may void your warranty.  Enjoy, John.
