the cpu is bottlenecking the gpu severely. computer noob here, but i heard it might have something to do with resolution? i have a 1366x768 monitor, since i'm cheap.
i have subnautica aswell, and average's at around 20 frames. NOTE: no frame differences in high/ultra settings on either game. also i had that monitor before this pc, for my laptop.
which is why its not 1080p, because it was 75$.

Found out the problem. Failed Overclock. when't in and clocked it to 3.9Ghz and set the right voltage, now Subnautica hits highs around 90 fps. sorry for wasting your time for a noob mistake, lol. also: http://www.userbenchmark.com/UserRun/4974773
The 1300X should not be bottle necking your GPU, especially in a game that old. What is the refresh rate of that monitor and do you have Vsync or double Vsync enabled? I don't have BF 4, but I do have a Ryzen 3 1200 and a GTX 970, both of which are slower than what you have, and it beats my old FX clocked at 4.2 in firestrike.

something is wrong here, maybe some cpu settings that i haven't tweaked with yet.
