Visit Biostar's site and check CPU support for your board. Hopefully they have a Vishera bios in that board if its new. If you have a old AM3 Phenom II or Athlon II you should be able to boot the board and check which bios revision is installed. If the board has a old bios that only supports Zembezi, it won't post with a Vishera.
The CPU is supported by the motherboard according to Biostar. Should there
be any indication from the internal speaker besides complete silence if
this is the problem? I am getting nothing except fans and lights even
without memory, cards and hard drives. I understand this should mean a bad
CPU or or MOBO.

Carefully remove the CPU from the socket, and using a magnifying glass check for a bent over pin on the CPU. All it takes is one to keep it from posting. If you find one that is bent over, it can be straightened by carefully prying it up with a hobby knife like a exacto. Take care not to damage any more pins in this process Once aligned do not force it back into the socket. Gently wiggle it until it drops in, then open and close the lock lever a couple times so the socket gets it straight. Pull it back out and double check it, and if it's good place it back in the socket gently, lock the lever, put on some thermal paste and install the heatsink.
I looked at this early in the process and saw no issues looking for
discontinuities in the rows and columns under bright light. i will look
again with a glass and let you know.
