My Ryzen 7 2700 doesn't boost to 4.1GHz

My Ryzen 7 2700 doesn't boost to 4.1GHz in 1 core. It is blocked to 3'4 all cores when I think it would be 3,6GHz all cores, I think. My motherboard is Gigabyte B450M DS3H and RAM 2x8 3200MHz. Sometimes I have peaks of 3.45GHz.

Andrew21, I only trust Ryzen Master (RM).  Please do a Clear CMOS and post a screenshot of RM - simply drag-n-drop the image to your reply.  Post all of your specifications including power supply, CPU cooler and OS.  I see EDC running at 99%.  This will cause throttling and may well be what you are seeing.  Thanks and enjoy, John.
