My friend using X570 AORUS ULTRA with Ryzen7 3700x, it works fine before the bios update,after update to the newest update the PCwon't boot,I sent the mb to gigabyte ,but it said no issue. what is the problem?
could be the BIOS needs to be reset
I assume the CPU is properly inserted and the cooler is properly installed etc
try one stick of memory and see if that boots
once the BIOS is available you should be good
Check that the PBO setting is Enabled in the BIOS.

PBO does not need to be enabled for boosting to work. Precision Boost Overdrive, simply extends PPT, TDC, and EDC limits to allow the processor to boost further. "Core Performance Boost" is all that needs to be enabled to ensure normal boosting.
When I turn PBO off in my BIOS my Ryzen 3700x doesn't boost past 3.6 GHZ.
