My CPU frequency won't go down

Since this morning my pu frenquency won't go down and I really don't understand why.

I had a lot of BSOD since a certain time

The XMP is disabled

I've never overclocked

I reinstalled the BIOS just to be sure if it was not a bug or something (nothing happened)

I did a RAM verification with  the windows tool (nothing happened)

I've come to think that windows or the CPU is broken but how I can know ?

Power plan on Balanced? And a BSOD has nothing to do with a processor remaining in P0 constantly.

Anyway thank you for helping me, my mother board died this morning.

it was a MSI x370 SLIplus RIP sweet prince

I think the VRM were shitty and drove the CPU with crazy frequencies.
