From Answers and Questions from Amazon.com for the Ryzen 7 1700X CPU: https://www.amazon.com/AMD-Ryzen-1700X-Processor-YD170XBCAEWOF/dp/B06X3W9NGG : No it doesn't. Just the CPU without any CPU Cooler.

Newegg.com states it plainly that particular CPU DOESN"T come with a CPU Cooler:
