I have a 2600x in a Msi B450 motherboard.
Those volts are fine, i know it looks scary but that's just the way the ryzen 2600x works. It only shoots up to the 1.47 for a split second to get the cores stable, but usually stays around 1.3. I wouldn't worry and would just leave it stock.
You can also change the Windows power plan to Windows Balanced so when your not gaming etc it will lower clocks and volts, that's what i have mine at
