Why does Geekbench only recognize my Ryzen 3700x as a 4.3 GHz Max part? (see attached)

I find this interesting since I have never seen my CPU ever hit 4.4 on any core and it idles at 4.299MHz all core. 

I've also attached HWiNFO64 summary of my computer as well as a Speccy snapshot of my CPU at idle.

read around on this forum, you'll see not hitting the advertised frequencies is an inherent problem with these new ryzen3000 cpu's..

with new bios AMD seems to be reduce boost clocks down a bit, my 3600 gets reported as 4133 max boos in sysmark
