So my AMD FX 9590 Arrived just a Day ago and I'm having some performance issues with it. When I try to play games (CSGO, Call of Duty Etc..) My FPS lowers every few seconds and then Highers a second later. It happens with all games. The CPUs Clock Speed goes from 4.7 to 1.3 then back to 4.7 every few seconds (I'm assuming that's what is causing the lag spikes in-game) Anyone know how to fix it or know how I can make the CPUs Clock Speed to run constantly at 4.7? I disabled Cool & Quiet in the Bios but didn't make a difference.

67°C is way too hot for that chip. Are you using a liquid cooler?

Use a liquid cooler with an adequate cooling capacity, not some off brand with a 120x120x25 radiator.

it is throttleing - i use Thermalright SilverArrow Extreme - runs fine
also let a FAN blow on your mosfets - these getting hot too
It will if it can fit in your case. I prefer Corsair myself because their warranty covers hardware damaged by the rare event of a leak.
