I have a AMD M32BC with FX-8310 CPU. I've tried setting it to use all 8 cores, but it actually seems to deteriorate performance. ( I'm not a gamer. ) How should I set this, to get the best performance? Windows 8.1.

How do you measure performance? An operating system is better served with 8 cores rather than 4.

What do you mean "I've tried setting it to use all 8 cores?" Windows scheduler uses all available cores unless you manually disable them.

depending on workload, in window 10 version 1903 cores are loaded and unloaded rapidly mostly to make sure the CPU does not overheat 

the kernel was redesigned to be more responsive and the switch speed is much faster

for most it will be transparant

so for a given CPU not all cores may be in use the same depending on the thread activity
