This is CPU World's explanation between "H" & "B":

Seems  like the one with the "H" is a Picasso Processor while the one with a "B" is a Great Horned Owl/ Raven Ridge/ Raven Ridge Pro processor.

The "H" which is a Picasso seems to be a newer version than the "B" which is a Raven Ridge processor.

NOTE: The Raven Ridge processor uses the 14nm architecture (ZEN)  while the Picasso uses the 12 nm architecture (ZEN+).

That Processor part numbers concerns the Athlon 3000G APU Processor.

The difference is whether you purchase a Retail version or OEM Version.

IF you purchase an Official AMD Retail Box processor (YD3000C6FHBOX) you will qualify for the 3 year AMD Warranty plus it comes bundled with a CPU Cooler.

IF you purchase an OEM/TRAY AMD Processor (YD3000C6M20FH) it doesn't come in a Official AMD Retail Box nor has a CPU Cooler bundled plus you DON'T QUALIFY  for the 3 year AMD Warranty. The OEM/TRAY Processor's warranty will covered by whoever you purchase the processor from.

OEM/TRAY Processor if sold are generally less expensive since it doesn't include the 3 year AMD Warranty or comes  in a Official AMD Retail box with CPU Cooler bundled, if applicable.
