CPU Not Recognized as a Windows 10 Graphics Preference

Hi All, I'm running Windows 10 and oddly under graphics preference my AMD Ryzen 7 3700X is not being recognized as either the power saving or high performance option; instead my graphics card is listed as both options. How do you set the power saving preference to the CPU/Ryzen 7?

That cpu has no graphics, and it should downclock, go to lower power use when there is no load on it.
