Can I change my processor (A4-6210 with Radeon ™ R3 Graphics) to one (AMD Ryzen ™ 7 Mobile Processors with Radeon ™ RX Vega Graphics) 

i have a bad laptop and would like to know if i can make this switch to improve my games and more fps.
 
AND I WOULD LIKE TO KNOW WHERE I CAN BUY A PROCESSOR AMD Ryzen™ 7 Mobile Processors with Radeon™ RX Vega Graphics

You would need to purchase a new Laptop with a Ryzen Processor.

Your laptop A4-6210 is soldered into the socket BGA769 (FT3b).  So you can't upgrade the processor, beside even if you can, it is not compatible with Ryzen Processors.
