Athlon x2 250 Doesnt Full Run On Win 10

Cpu limited 3.00 Ghz while should reach 3.7 Ghz. Tried something like AmdPPM in registry, didnt work.

Can you help me ?

The Athlon X2 250 has a speed of 3ghz, not 3.7ghz.
