I have never had an AMD CPU before and I am struck by these values, especially those of temperature and voltage. Both captures are in Windows 10 without programming open.

The Motherboard is an "Asrock b550m-hdv" with the latest updated Bios version.

I'm having the same issue with the ASROCK B550 PRO4M too! Except that my windows/bios idle is 70c! and gaming it's 80c-90c. The voltage level seems to be constant when stress testing and not stress test (1.3v for me) so i think the issue lies there.

Update with important information, apparently CPU-Z is not reading the voltage values well, so it seemed very crazy to have more than 2000v. Ryzen master is reading the voltage well. Anyway I think a bios update for the B550 chipset is necessary.

This is the same as when Zen 2 came out. The 3rd party monitoring apps are not updated to work with the new hardware. Make sure to load the newest Ryzen Master and see what it says. If it is fine there, then you are fine. I am sure updates for your favorite apps will be out soon.

I am using Ryzen master, but I 'm getting different results/high temperatures. Weird haha.

Your temps are little higher than I would like. 

If you are using the stock cooler that may be the issue. I know with the 3600s, It was hit and miss how well the stock coolers worked. Many chips ran hotter than I would like but still in spec. I would highly suggest an aftermarket cooler if you are not using one. I use a 212 evo on my 3700x and it keeps it really cool. High 30's at Idle and never above 75 under full load. The 212 runs about 35 bucks. There are a lot of other great coolers at similar to much higher price points.

Funnily enough, i'm using the arctic 34 esports duo here (single tower cooler)! the stock cooler was running at an idle of 70c and gaming to with 80-90c. But with this cooler it's running at an idle of 70c and gaming of 75-85c.

It also looks like the temperature creeps up when the PC starts. It would idle at 35c when it boots up, then it would jump to 70c.

The jumping around is pretty normal for Ryzen that started with Zen 2 and is normal. It is just pat of its ability to manage its own speed. It is very different to what we were used to for normal behavior but is absolutely normal for these. 

If you never go over 85 you are probably just fine. I just like mine to be a bit cooler. I have not seen enough reports on these yet to know if that if maybe in the realm of normal with these processors. Maybe they run a bit hotter in general.
