aorus b450 elite ryzen 3700x not booting at all

I got a new Ryzen 7 3700x and my pc does not want to boot at all no lights pop up on the motherboard and the fans aren't turning on. I'm assuming it was DOA but I want some other input just in case. no pins are bent and I updated the bios to the correct version.

Maybe if you supply all system specs as per 'required /requested' when posting, someone may be able to offer suggestions.
