my Ryzen 3700X stays at max speed at all times, is this normal??

What are you calling max speed? As it would be pretty much impossible to stay at full boost all the time.

Please give your system specs and explain what you are running to come to your conclusion. 

A log or screen cap from HWINFO and or the task manager would be helpful.

Clearly you have an overclock applied...  reset the BIOS should solve this

if it is over clocked it came that way...i have not over clocked it
