hi my cpu (ryzen 5 3600) runs at 0.54ghz how do i fix it pls help i did everything i did cinebench 

i did overclock i did strest test didnt help cpu stuck at 0.54 

and when i get the my motherbord bios i see that my cpu temp is 101- 

and its heppaned after i installed a water cooler 

i dont know if i dont have enogh power for this pc 

or cpu is not working pls help. i also have 16 gigs of ddr4 ram runs at 3000mhz and gtx 1660 super Phoenix and vs650 psu

Use the stock wraith cooler that came with your CPU for now and check your temps while doing some tests just to make sure that your not having any issues with your current cooling solution (im guesssing its an AIO?)
