AMD CPU Fan not spinning unless I press it

I was working on a footage upscaling process which throttled my CPU to 100% and temp more than 90C. Whenever my CPU resource is used to the full capacity the CPU Fan always tends to stop spinning. When I press at the centre of the fan it starts spinning. Please help me figure out what might be causing it to happen. The entire setup is just 1 year old.

CPU - AMD Ryzen 9 3900X 12-Core Processor , 3800 MHz, 12-core

Mobo - Tomahawk B450 Max

It looks as if the CPU fan is faulty.

I believe we can help you with a replacement fan.

Please submit a warranty request and provide the CPU serial information and mention that the CPU fan is faulty. 

You can link to the YouTube video as evidence.

By all means do a warranty fan replacement.  Physical contact is not necessary to get a properly-functioning fan working.

However, I would also recommend that you just spend a small amount of money on an aftermarket cooler.  $30-40 for a Hyper 212 variant will be a lot better than the stock cooler, and give you very quiet cooling for not a lot of money.
