in any multiplier i set i have decrease of 30-40mhz..
decrease starts without reach any important temperature..
so it doesnt have to do with temps..
is it throttlin? how can i fix it?

No problem. Once you do your 2 hour + stability test with Prime, you will be sure if your experiencing any throttling.

Your video isn't showing. Can you explain more about whats going on? What sensor reporter thing are you using to read your clock speed?
Your PSU is ringing alarm bells, but lets get more info on the problem.

i am using hwmonitor and hwinfo..
on hwmonitor i see more usually than hwinfo dropping 30mhz...
is that throttling?
how do u know that my psu is ringing alarm? i know its old (6 years in use) but i will replace it in near future..
P.S. i have set my cpu on my friend's mobo and i have the same thing...30mhz drop.
then i set again his cpu on his mobo and same...
so my question is,our cpu have problem or is it normal?

No your fine buddy.
Sorry it took a while to look into this, Asus sent me a brand new mobo as a replacement so have been working on that, what a company. But yeah my top clock should be 4.75 but it fluctuates like yours at about 50mhz. Same with most clocks on the system.
You not overclocking? Your mobo settings are set to super overclock.
All normal yes. If we look at it as a small clock of 200mhz, multiplied over all the other hardware, you will get variation that look rather large. Throttling tends to be in the GHz, so if your CPU is over heating, then it will be sitting much much lower.

so it doesnt matter if drops small mhz,but the point if i understand correct is not to drop ratio
for example core clock from 3500 drop 3480ghz but ratio is still same 17.5x...
but if core clock from 3500 drop to 2500ghz and ratio drop 8x then is throttling right?
i mean ratio is more important from this we can fingure out if it is throttling or not
Yeah the ratio should stay the same. If it doesn't then something is wrong, or whatever your using to test isn't running each core at 100% load. I use Occt mainly.
But the frequency will always wobble.
I've just seen your video. Everything looks absolutely fine, if not great. Your temps are fantastic. Your multiplier is a solid x20. Personally I never use the multiplier to overclock, so I use the bus frequency, but the reaction during testing is the same.
So yes if the multiplier under load drops to the lowest (x8) then its either not being used (core failed the Prime test), idle or throttling. If you have cool and quiet turned off in the bios, the only time the CPU will go to x8 is if its throttling.
With cool and quiet disabled are you experiencing any other multiplier other than the one you set? If not your fine.
