AMD 7700x runs at different speeds

I have a amd 7700x it seems to run at 2.9 ghz to 4.4 ghz and all over the place i thought the stock default speed was 4.5ghz? Bios is updates and running this board win 10 pro 32 gigs of ram ddr5 6000 https://www.gigabyte.com/Motherboard/B650-AORUS-ELITE-AX-rev-1x#kf

are you sure you arent just seeing the cpu boost to its boost clock speeds? are you watching this in windows task manager or something?

Clockspeed is supposed to go up and down depending on how much CPU power is needed. It would not make much sense for CPU to run at high clockspeeds when there is nothing to do or you are browsing web.

Try running something like Cinebench to actually stress your CPU.
