Is this normal? On idle the core voltage fluctuates from anywhere between 1 to 1.2 and as soon as I open any sort of game the core voltage stays at 1.45 and doesn't move. I put all the settings back to default on ryzen master for the 5950x and only thing I did in the bios was docp. The core voltage also stays at around 1.45 when I am in the bios.

That's normal Turbo functionality. As long as temperature and power remain under certain limits, it will increase the speed and voltage automatically.
