4.37 GHz processor only allowed up to 1.8 GHz on linux

I have a Ryzen 7 5700U laptop running Ubuntu 21.10. None of the tools I'm trying to use to change the CPU frequency, ex. cpupower-gui, are able to move it above 1.8 GHz. The reason for this seemingly is that the only allowable frequencies are 1.8 GHz, 1.7 GHz, 1.4 GHz despite the hardware being capable of more than double that. Additionally, I do sometimes see the CPU at higher frequencies than 1.8 GHz, so that doesn't even seem to be correct. How can I manually change the frequency? Here is the output from cpufreq-info:
