At idle i fluctuate between 32-45, and loading something up spikes it to 50-high 60s if its a game. I can hear the fans speeding up to accommodate. I have a NH-D15 cooler, one of the fans had to be removed the heatsink because the RAM wouldn't clear unless i moved it up and the case wouldn't unless i moved it down. What can i do to troubleshoot this?

You have a processor with an air cooler despite AMD recommending liquid cooling, and has a thermal maximum, like all Ryzen 3000 series processors, of 95*C. It's nothing to worry about, but don't try to render or anything with an air cooler...

Those temps are perfectly normal so no need to worry.

Using a 3950X and a 360 AIO here and see similar.

Yep those are better temps than I get on my 3600 or 3700x with a 212 evo. Nothing to worry about.
