3900x refuses to boost above 4GHz multicore/4.3GHz singlecore

Mobo: X570 Aorus Master (Bios: F10C 1.0.0.4B)

Cooler: Noctua NH-D15s

I've been trying to get my 3900x to boost properly. Stressing the CPU under CPU-Z benchmarking only results in a multicore boost of ~4GHz, with singlecore only hitting ~4.3, with PBO enabled. Voltages under multicore load stabilize around 1.2v, and temps are only hitting ~64 degrees. I've been trying to see what I need to change in BIOS to fix it, but I'm completely lost. All voltage settings within the bios are at their default auto settings.

cryptopygia, AMD has released a new AGESA to address the Gen 3 boost issue.  MB Vendors have had trouble releasing new BIOSs with the correct AGESA, so please contact your vendor support and make sure you are running the proper AGESA.  Please post a screenshot of Ryzen Master (RM) when you are running your tests.  Thanks and enjoy, John.
