Looks like normal Turbo functionality to me, it's running at 4ghz Turbo vs 3.6ghz base under all core load, which it will if there's thermal headroom. 1.4v is also normal Turbo voltage, they state 1.5v is what's acceptable under short durations. Also, you should be using Ryzen Master to monitor temps and voltage, as CPUz can return faulty voltage readings on Ryzen processors.
