2600x boosts even when idle

Hello.

My 2600x with PBO enabled for some reason likes to keep one core at around 4.2Ghz with voltage jumping from 0.9 to 1.48 all the time when idle.

This results in having 50-60C temp in idle which is strange to say the least. Is there a way to force-disable PBO outside of games?

With PBO completely disabled I got normal 35-40C when idle, plus in idle CPU downclocks to normal ~2.5Ghz.

I have Deepcool Gammaxx 400 btw (130TDP). Also tried different power plans.

What's wrong?

Ryzen Balanced and High Performance plans are exactly like Balanced.

varricade, images can be drag-n-drop to the forum.  W10 is running something.  I suggest you find that and kill it.  Please post a screenshot of Ryzen Master (RM), simply drag-n-drop image if you think there is a temperature problem.  Enjoy, John.

Well I don't see how image hosting links and direct uploads are different honestly but anyways.

All of these are idle. No background processes ( Ryzen Master is the only one other than Win10's core processes). On top of that, I should be able to, like, open a browser and star watching Youtube, for example, and the 2.2Ghz clock should be sufficient to do that, no? Why the 4.2Ghz boost? It shouldn't boost unless there are scenarios requiring it (like games or video editing or other CPU-heavy stuff).
