What is this 1.325 max safe volt (ryzen 3er gen) non sense?

So there is a pinned reddit thread on the /amd that says 1.325 is max safe for all core heavy load.

Is this true? Has AMD stated that anywhere? Because i've just bought a ryzen 5 3600 and in cinebench voltage goes to 1.35, and sometimes at 1.38 for 1 ms (stock settings, right out of the box). Is my chip defective? Should i returned it? Or is this 1.325 bullcrap?

Ive attached a photo, this is stock settings the only thing ive been playing around with is memory voltage and timmings

I've seen several youtube reviewers say if its below 1.4v you're good..  I would think 1.35-1.375 would be near perfect.. If you can pull the voltage down a little it may help with thermals..
