Ryzen 5 3600 temperatures too high

Hi everyone!

I finally managed to assemble my PC but when i went to play Read Dead Redemption 2, my Ryzen got 98.5 ºC, plus the power cable melted. The cable part is the second time, the first happened before changing the parts, when i was using an i5 and now again with the new parts (when i'm was playing RDR2). When idle it can go up to 80 ºC, i check the temperature by CPUID HWMonitor.
I don't know if the guy who installed the parts put thermal paste on the CPU, I text him and i'm waiting for a response.
These are my PC specs currently:

  2. Motherboard Asus Prime A320M-K/BR, AMD AM4, mATX, DDR4
  3. RAM Memory Card Crucial Ballistix 8GB DDR4 2666 Mhz, CL16, UDIMM, Preto - BL8G26C16U4B x2
  4. Processor AMD Ryzen 5 3600 Cache 32MB 3.6GHz(4.2GHz Max Turbo) AM4, Sem Vídeo - 100-100000031BOX
  5. Power Supply One Power 600W - MP600W3-I
  6. GPU Asus AMD Radeon RX 580 OC 8GB, GDDR5 - DUAL-RX580-O8G

Could it be the power supply? It's not a well-know brand.
