low frame rate on second monitor

While playing any game the second monitor will be steady 15fps. I am thinking there is some sort of option in the AMD Radeon software that may be limiting the frame rate but I can not find the option. This makes watching youtube impossible when playing a game.

Also, I am having a problem with windows 10 or AMD software dimming brightness down when the screen gets dark. I have seen posts that point to an auto-dimming brightness option in windows but that option is not available for me. So I was thinking AMD software was overriding windows or something.

Any thoughts?

I was taxing the gpu to much, frame rate is salved. I still have a problem with screen brightness automatically dimming when in dark environments.
