Vega 6 is an integrated graphics solution, it does not have dedicated vRAM, it reserves a portion of the system memory to use for graphics. Typically the amount reserved is Auto assigned based on the total system memory available, ie. if you have 8GB of memory it reserves 1GB, if you have 16GB it uses 2GB, etc.

Alternately there may be a BIOS setting that allows you to manually set a fixed amount of memory for the graphics. This setting, if present, is likely referred to as UMA Buffer size. Check with HP to see if your laptop has a configurable memory setting.

Ryzen R7 5700G | B550 Gaming X | 2x8GB G.Skill 4000 | Radeon Vega 8 IGP

As @FunkZ mentioned the way to assign more vRAM from System RAM for your IGPU is through BIOS Settings itself.

Now if your laptop BIOS doesn't have a setting to manually increase/decrease your IGPU vRAM that means it is permanently set and can't be  changed.

But if it does have the setting it should have a drop down menu to select the amount of System Ram you want allocated for your IGPU vRAM.

But as mentioned by FunkZ, BIOS determines the maximum System RAM you can safely allocate to your IGPU vRAM depending on how much System RAM you have installed.
