PC running slower than expected, even desktop is laggy

GPU: Ryzen 7800XT

CPU: I5-12400F

Motherboard: MSI pro h610m-b ddr4

BIOS Version: AMI BIOS 7D46v1H

RAM: Corsair Vengeance LPX 32gb (2 x 16gb) DDR4 3200Mz

PSU: Corsair RM 850-Watt ATX Modular Power Supply

Case: 3500x Corsair ARGB

Operating System & Version: WINDOWS 11

GPU Drivers: AMD Adrenaline 25,5,3,1

Chipset Drivers: Intel Chipset Driver V 10.1.19899.8597

Background Applications: Firefox

Description of Original Problem: Running Slower than expected even on light loads like simply launching firefox or open windows settings. Running Slower than old Mobo and old 1650. Mouse stutters even on desktop. On task manager the 7800XT sits at 0-1~ Utilization, on Adrenalin it bounces around 1 - 9% Utilization randomly.

Troubleshooting: Reinstalled windows, downloaded drivers.

What storage? Percent used? Run any SMART analysis? (CrystalDiskInfo)

It sounds like a potential bottleneck between the i5-12400F and the 7800XT, especially with that H610 motherboard which limits PCIe lanes and memory tuning. I'd recommend checking if Resizable BAR is enabled in BIOS and ensure XMP is turned on for your RAM. Also, monitor CPU/GPU temps — thermal throttling can cause that desktop stutter too.
