My 6700 XT stutters a lot, with windows 11, windows 10. several bios updates. Hardware changes.

I have the same exact issue. Now I clean installed windows and reset the CMOS and even downloaded the new chipset drivers and GPU drivers. After all of that the stutter was much more minimal down to being occasionally one freeze per 3 games of r6. But still, for a high-end GPU it shouldn't freeze like that. My game would go from 260 fps down to 220 which would prompt a freeze, after further investigation it seems to be the frametime (ms) of my CPU rendering. going up from 2.9ms to 9.4 ms. Keep in mind my CPU is a Ryzen 5 2600, not powerful but at best it should limit the fps with the bottleneck not freeze, it's not an Athlon.

I even replaced my GPU, bought a new PSU and tried a 6600xt from the same manufacturer (MSI)

I've also observed some similar issues regarding frametimes, those seem stable for most of the time, but randomly occuring hitches and spikes are often happening, they last like fraction of second but are obviously visible. I did update of BIOS, drivers etc. but i think it is most likely some driver issue that needs fixing. What's interesting, is the fact that rx 570 which is an older gpu seems to be more stable in this term overall, at least on older drivers ( 21.12.1). Issue is mostly visible in DX11 games like BF3, BFV, ets2 etc.
