Found this website that shows you different sources to download and install HEVC codes in your PC: https://geekchamp.com/how-to-install-free-hevc-codecs-on-windows-11-for-h-265-video/
1. Checking for Native Support
Windows 11 comes pre-installed with some media capabilities, but it may not include support for HEVC out of the box. To check if your system supports HEVC, you can try opening an HEVC video file in the Windows Media Player or the Movies & TV app.
If you encounter a message indicating a missing codec, follow these steps to install the necessary HEVC codecs.
6. Update Graphics Drivers
Sometimes the inability to play certain video formats could be due to outdated graphics drivers. Keeping your graphics drivers up to date can improve playback capabilities.
You can purchase the HEVC Codes from Microsoft store ($0.99) or download VLC Player or download K-lite Codec Pack.
I personally have been using the K-Lite Codec pack on my PC without any known issues. I normally install the "MEGA PACK" of drivers.
Here is how to download and install the MS HEVC Code from Microsoft Store: https://www.howtogeek.com/680690/how-to-install-free-hevc-codecs-on-windows-10-for-h265-video/
EDIT: I would also check Steamlabs software for any updates or patches that might fix your issue if your PC does have the HEVC Code installed and is working correctly using Windows app like Movies & TV app.
