Why my GPU usage is 0?

Hi people,

I've been facing this issue for a while. I don't know why my but GPU refuses to work. I have MSI Radeon RX 5500 XT 8 GB OC graphics card. My system seems to figure it, so it's connected properly but when it comes to gaming or rendering on apps like Premiere Pro, it uses CPU at full state (even when I enable GPU acceleration or select my graphics card from graphic settings in w10). My CPU tempature goes over 90 and usage at around 90-100 while my GPU remain at %0-5 everytime when I do some heavy processes. I want my GPU to work, especially with render processes. Kindly looking forward to any kind of help.

Motherboard: Gigabyte B450M S2H V2
CPU: AMD Ryzen 5 3500X 6 core processor
GPU: MSI Radeon RX 5500 XT 8 GB OC
OS: Windows 10
BIOS is up to date.

The GPU is working as it is still outputting video to your monitor, but the application isn't utilizing the GPU.  Try checking Premiere's settings to see if you can switch rendering to the GPU.

As I said, the render preference is on GPU, yet while rendering the usage is still at around 0-5.
