Vega Pro not showing AMD VCE with 22.5.2

This driverhas a problem with softwares like vegas pro. AMD VCE was not showing. I had to reinstall 22.5.1 verison in order to get it back. This is the way it should look.

with 22.5.2 was not showing amd vce and not allowing me to use the video card for rendering mp5. Please keep in mind that a lot of people use these cards for other than gaming.

22.5.2 screws up rending in World of Warships so I had to rollback to 22.5.1.

After I upgraded to 22.5.2 I had services fail to start with Windows 11 before any users have signed in.

Parsec as a service (Shared) failed to launch before any users have signed in requiring at least one user to sign in first before it would start properly.

Jellyfin (Alternative for Plex/Emby/etc) service also fails to transcode (VCE) until the service is restarted AFTER any user has signed in.

Rolling back to driver 22.5.1 resolved all problems with Parsec and Jellyfin using the VCE encoder/decoder at system start.

Heres from Windows event viewer if it helps resolve anything. Yes I also submitted this in the Adrenaline bug report tool.

The entire May Adrenalin 2022 drivers were terrible, and buggy. 
AMD eventually fixes the missing AMD VCE by the September 2022 driver adding the option back.

But in recent testing using the 22.11.2 driver and recently released 23.2.1 driver in VEGAS Pro I notice the AMD VCE option while there its performance is greatly reduced to the point that my 3960X TR can reencode a 40 min video faster than my RX 6800 XT. 

It encoder works in HandBrake, albeit slower than my RTX 2080's NVenc but the AMD VCE encoder encodes much faster in HandBrake than it does in VEGAS Pro. In fact you might as well not even attempt to use it and consider the feature broken for AMD GPUs.
