I am offered an used Radeon RX Vega64 8G SKU: 21275-02 PN: 102-d05001-00-at
The current owner says the card recently started to show the blue pattern you can see on the picture. He also reports he can not switch from 800x600 and shows as disabled at the Device Manager. It looks the fan runs as expected.

This is a *VERY* good price where I live, and I plan to use it to mine some cryptos, so I am not interested in fixing the blue stripe at all.
My question is:
- Do you think this is a memory or chip issue?
- Do you recognize this issue?
As far as as I can see it is either the HDMI output OR the monitor that fails to present the video and I suspect this would work well for my needs.
What gives me hope is that the pattern does not affect the white 0, and looks to be sitting between the wallpaper and the time. I would call that a software issue.
