vega 64 black screen

Hi, I am having issues installing a new ASUS ROG-STRIX-RXVEGA64-08G-GAMING graphics card. 
The card recognized in Windows10 once and then went to a Black Screen (of death) and after a reboot will no longer recognize in the bios.

I want to know if anyone has encountered the same problem and if there is a fix for this outside of doing a return and getting my money back.

CPU:  Intel i7-4790 3.6ghz Quad Core

Motherboard:  MSI Z97 MPOWER  - using UEFI interface

Ram:  16gb Corsair 1600

ASUS ROG-STRIX-RXVEGA64-08G-GAMING

Windows 10 pro

1200w Thermaltake Toughpower Grand RGB
*No Video, No BIOS*

So after swapping the card in and out a few times to the same results, I tried the card in another rig.

CPU:  AMD FX-8350

Motherboard:  Gigabyte GA-990FX-UD3

Ram:  16gb

ASUS ROG-STRIX-RXVEGA64-08G-GAMING

Windows 7

750w Corsair Bronze 80+

*Works like a champ!*

I know, shouldn't use Intel, but in a moment of weakness and almost 2 years before Ryzen released what was I supposed to do?
